At its core, data protection means safeguarding personal information from misuse, loss, or unauthorised access. The Constitution of Zimbabwe (Section 57) reinforces this by guaranteeing the right to privacy. Data protection combines privacy, respecting the rights of individuals, with cybersecurity, which involves implementing technical measures to secure systems.
So, what counts as personal data? It is broader than many realise. Names, ID numbers, contact details, photographs, financial information, employment records, CCTV footage, and even opinions expressed about a person all fall within the scope of the law. Whether data is collected online or offline, organisations must handle it responsibly.
The CDPA is built on the following key principles: lawfulness and fairness, purpose limitation, data minimisation, accuracy, storage limitation, security and confidentiality, and accountability. These principles guide both employees (who must collect, use, and secure data responsibly) and employers (who must provide training, appoint a Data Protection Officer, and implement safeguards).
Every person whose data is processed, be they employees, customers, suppliers, or clients, is a data subject. They enjoy rights to be informed, to access, to correct or delete data, to object to unfair processing, and to have their data kept secure. Organisations must be ready to honour these rights and report breaches promptly to their DPO and to the regulator, POTRAZ.
Ultimately, building a culture of privacy is not the job of one department alone. It requires every staff member to lock screens, use strong passwords, store records safely, and report breaches immediately. Strong data protection practices not only avoid penalties but also strengthen customer trust and support Zimbabwe’s digital growth.
In short, data protection is everyone’s responsibility, and it starts with awareness and everyday action.
